Preheat oven to 375°.
Combine first 9 ingredients in a bowl.
Sprinkle fish with 1/4 teaspoon salt and black pepper. Place fish in a 13 x 9-inch baking dish coated with cooking spray. Add wine to baking dish. Bake at 375° for 24 minutes or until fish flakes easily when tested with a fork. Serve with pepper relish. Garnish with thyme sprigs, if desired.
