What are fines herbes?

I saw a recipe listing fines herbes as an ingredient. What is it and can I make my own?

Fines herbesis a seasoning blend of finely chopped fresh chervil, chives, parsley and taraagon. To make it yourself, combine equal amounts of chopped fresh chervil, chives, tarragon and parsley. (For 1 tablespoon of fine herbes, use 3/4 chopped teaspoon of each.)

You can also buy dried fines herbes (pronounced "feen erb") in the spice section of supermarkets.
