"Once I thaw frozen meat, do I have to cook it before I refreeze it? "

The short answer is it that it is safe to eat if frozen twice without cooking, but it may not retain its ideal texture. Every time you thaw food, there is some moisture loss. If you freeze and thaw once, it is not going to be as noticeable as if you freeze and thaw twice.
