"How can I roast a lean cut of meat and not have it come out dry and tough? I cook it in liquid but this doesn’t seem to make it more moist." 

It is a commonly believed myth that cooking meat in liquid makes it moist. In fact, if the liquid gets hot enough to simmer, you will toughen the meat, not make it tender. You can cook meat in liquid with wonderful results: just be sure it doesn’t start to bubble. The key to a tender, juicy roast is a slow, low temperature cooking. But cooking a roast this way may not brown the surface as nicely as you’d like; sear the meat on all sides before roasting.
