Do I have to cook food on the high setting first when using my slow cooker?

According to the USDA, it is absolutely safe to cook food on the low setting for 8 hours.  The long cooking time and the steam it produces destroy bacteria. Just be sure to start with a clean pot, use thawed (not frozen!) foods, and leave the lid on throughout the cooking time.
