It is safe to re-freeze food that you have thawed in the refrigerator (in other words, food that has been safely thawed). But you should be aware that the more times food goes through temperature changes, the more likely it is to change texture. Refreezing thawed food may make it dryer or tougher–but that can vary greatly. This is true for both frozen and thawed raw and cooked foods.
